2000 ford taurus: low voltage..a detector module or a valve anybody..l

i have a 2000 ford taurus with a error code of p1413 which eludes to the secondary air injection system monitor low voltage so iam thinking this is a detector module or a valve anybody got a clue which on it is or where its at in the system so i can change it and reset the eec >>>>>>>>>>>>h e l p ohhhhhh almost forgot its a 3.0 flex fuel

low voltage in the system...check 20 amp maxi fuse in power distribution box...if blown replace...probably have a bad pump (shorted or excessively dragging)
