98 ford f150: towing..running lights work no turn signals..fuses

i have a 98 ford f150 with the stock towing package when i hook my boat up to it only the running lights work no turn signals, breaks, or anything else i just replaced the plug on the truck and the boat works fine on my budys truck and none of the fuses are bad so whats the problem?

There is a small secondary fuse panel under the hood on the drivers side with fuses specifically for the trailer tow turn signals which are probably blown.small box with tape holding the cover on.
