3rd brake light works but not the regular brake lights
JA: Have you checked the brake fluid? How's the level and when was it last changed?
Customer: brake fluid would affect the lights?
JA: What is the model/year of your Lincoln?
Customer: 2002 town car
JA: Are you fixing your Town Car yourself? What have you tried so far?
Customer: yes I am,, changed out all the bulbs and possible fuses that link with brake lights

The lower brake lights are powered through the multifunction switch sticking out the left side of the steering column. This should be a faulty multifunction switch to blame in this case. If you need the Ford test steps, let me know.
