The fan on my 2006 Lincoln LS comes on intermittently

The fan on my 2006 Lincoln LS comes on intermittently whenever if feels like it even when the fan speed control is turned off completely. It keeps on running for about twenty seconds after I turn the key off.
JA: Is the car in "Park" or "Neutral?" Do you know if your car has a "wheel lock" feature?
Customer: No I don't.
JA: Are you fixing your LS yourself? What have you tried so far?
Customer: Nothing, I wouldn't know where to start

You mentioned turning the fan off and it running, so that means your talking about the HVAC blower. For that issue the HVAC controller would be to blame for not being able to turn the fan off.
