Been troubleshooting by removing one fuse at a time. Fuse 114 under the hood indicates the amps drop to zero when I remove fuse 114. My owner's manual indicates this is "instrument panel fuse box feed 3." Trying to find out what this services.

Hello, Fuse 114 feeds multiple fuses in the interior fuse panel as shown in this attachment. Open the door and close the latch to turn the interior lamp off and pull out the fuses fed by 114 and see which one causes the amperage drop. It will tell you which circuit to check.
