was having battery draining at night and had to jump to start, thought it was starter relay. replaced it and connected battery, no power anywhere. it has new starter and alternator, battery at 16 volts. if I disconnect the harness at the starter relay to keep the starter out the loop and touch both connections, lights, switch, works.

If the battery is at 16v, there is a severe overcharging condition. It should be 12- 12.5v with engine off, 13.5 to 14.7 with engine idling
can you recheck that voltage
