Lincoln aviator: cruise control will not work replaced both

cruise control will not work replaced both switches and now scan show brake is applied all the time so cruise will not activate.Brake light work so that switch I assume is ok. The other switch shows brake applied . replace wit old switch still not working

The cruise control uses the switch above the brake pedal switch to stop the cruise control. The main brake light switch is only for the brake lights. The second switch is the deactivation switch for the cruise control. Replace that switch to fix the cruise control.
