Hi I would like to help you out. The 2001 navigator only came with a 5.4 dohc motor. Are you sure this is a 4.6L?

Well there is no printed time for the timing chain. to replace the timing chain cover it calls for 9.8 replace the chain from this point would be about 2 additional hours. 11.8 hours total for repair.
