You bet it could be!!

It should read .5 or 1.0 volt or so with the key on engine off. It should also slowly rise in voltage as the EGR valve is opening. If not, check the EGR passages. You can use a hand held vacuum pump to apply vacuum to the EGR valve and open it at idle. The engine should start to run rough or even stall out when doing this. If not, the EGR EGR ports are plugged up and need to be cleaned out.

Also, be sure to check the EGR plastic or rubber tubes on the exhaust up near the engine. These rubber tubes send a pressure to the DPFE sensor and from there it can tell the difference between the pressure. That is what it is called a differential pressure feedback EGR sensor. Be sure that these hoses are not ripped or cracked in anyway or have fallen off as this can cause your EGR code.

I am glad I could help!
