Is the resistance stuck on the highest or lowest level?

Several different factors can cause the resistance on your elliptical machine to get stuck at the lowest level.
If the power source is not at full capacity, the resistance may stop working.
The wire between the resistance controls -- either the console or the tension knob -- and the motor can break. If the drive belt becomes loose, the resistance may slip or not work at all, even when you turn it on to the highest setting.
Firstly, check the machine's power source. Make sure the batteries are new and have full capacity. If the batteries are weak, the console may light up, but the resistance motor won't work.
If it is ok then the drive belt may have slipped off or needs to be retensioned.
You will need to remove its cover by removing some screws and then prising the plastic cover off.

I cannot find any service manual or diagram for this particular machine.
Can you see the screws around the edge of the cover?
Yes, the disc area.
I have just found a diagram in the user manual - see pages 30 and 31 here:
Can you see on page 30 of the user manual how the cover is held in place?
There is quite a bit of work in this if you want to attempt it yourself, and it can be challenging if you have not done this type of repair work previously.
