My state asks for a social security number on marriage applications. How do I marry a non-citizen?

If a non-citizen is marrying in WY and they do not have a resident alien social security number, then their foreign ID number is ***** and they have to present proof of lawful presence in the US and their foreign passport to obtain a marriage license.
