can a non custodial Parent have geographic restrictions, and not be allowed to moved to a contiguous county, to Harris County, Texas . Although the Custodial parent has the exclusive right to designate the children's residence and move anywhere in Harris county or contiguous counties? and if the non custodial parent moves outside Harris County, TX the geographic restrictions are lifted for Custodial parent?

If your custody order has no restriction on your moving then it should be ok but it may need to be modified to accommodate pick up and drop offs of the child i.e. A point equidistant from both parent homes.
