I am sorry to hear about this situation. He cannot be simply "detained" per se. However, what someone in your situation wants to do is to file a show cause for contempt. Then, if he does not show, a warrant may be taken out for him and he would be detained at the airport if CBP/ICE is tipped off that he is attempting to leave.
If he does show for the contempt hearing, the Court may admonish him, fine him, or imprison him for non payment, and at the Court's discretion, may prohibit him from leaving the jurisdiction.
