Yes, when a paying parent is incarcerated, they can still file for support and a court can award support against the incarcerated parent. If the parent does not pay while incarcerated, then arrears add up for all of the payments they missed. Then when they are released the court will set a current amount due PLUS an amount to make payments towards what they did not pay while they were incarcerated.
