The 72-hour waiting period was imposed by Tex. Fam. Code, Section 2.204. That statute became effective on April 17, 1997.

there was no waiting period in 1987 you could get your license one day and get married the next?

I'm afraid I don't have access to what the law was in 1987. The 72-hour waiting period was not on the books until 1997.
It may be possible to find a 1987 version of the family code at a local law library, but that type of research is beyond the scope of this site.
