Can you deduct gas to go to and from work as a salaried employee and subtract that from the California disso as a deduction as a necessary work expense?

Generally you cannot because going to and from work is considered to be a regular trip rather than a trip on behalf of the employer (and therefore able to be deducted as a work expense). You can discuss it with the employer and if the employer, for example, provides gas vouchers to some and not to you, you can argue it as a work expense, but that is generally not upheld as valid.
