My fiancée has a 15 year old daughter. He and her mother have agreed to change custody to him. What steps need to be taken for this to happen?

I'm Doug, and I'm sorry to hear of the confusion. My goal is to provide you with excellent service today.

If they can agree on the change in custody, all they need to do is file a Motion for Modification for Child Custody with the court that last issued the present custody order and as they agree, the court will pretty much just order what is requested.
