regarding my previous question... if the biological father hasn't made any effort to see his child in over 2.5 years, wouldn't that make him unfit to be her father?
No, generally not. The DCS usually starts a termination proceeding after neglect or abuse. He is neglecting them or abandoning them, but does support them financially. Also the general public policy is that 2 parents are better than one, so the court usually wants someone to step in where there is a termination.
