my daughter is in a foster home (2yr) she is now 18 as of

my daughter is in a foster home (2yr) she is now 18 as of 10/2011 and wants to come home, her foster mom keep telling her she can not go back until she is 21, is this true

A child reaches the age of majority at age 18. He/she is emancipated at this age, and is free to leave the foster care system.

So i can i tell her she can pack her things..and I can go put her up from the home....

She is a legal adult, so unless she is under some type of court order that requires her to stay in the foster home past age 18, she should be free to leave at any time.
