If the car is in your name only, no he cannot prevent it.
If the car is in joint names, he while he can't prevent you from driving (by forbidding you to), he could also drive the car (and hide it or the keys) which would prevent you from driving it by his actions. But he would still not be able to just tell you not to drive it.
