Can I place a lien on the tools to try to recoup some of the money he owes me? If I write him with just a threat he might very well finally come to get the tools and I'll have no collateral.
No, you can't place a lien on personal property.

If you've already given him written notice to come get his stuff then you are ok already to get rid of it. If it was all verbal you need to send it in writing. You don't have to say you will get rid of it, but just give him a deadline. After that deadline it is legally considered abandoned and you just sell it.
