You certainly should file for an emergency hearing for contempt of court since you have an enforceable court order. In addition you should also ask the court to amend the visitation to supervised status based on his history of failing to abide by the court order with respect to retuning your daughter. You can ask the court to award attorney fees in any contempt motion.
If he is behind on child support you can include a motion for contempt for that as well. If you feel your child is in some type of danger you can contact child services or the police to assist you in getting her back.
