I have not spoken to my soon to be ex husband, but should I communicate with him some how and let him know that my plan right now is to pay bills as usual.

There's really no reason that you need to talk to him, unless there's information that needs to be relayed or you want to do so. If the judge hasn't told you that you need to keep him informed of financial matters, you don't have to tell him anything. If he wants to know what you're doing with the finances, he can ask.
