Can child support or IRS put a lien on a property if my husban has back child support or he owns money to IRS.He is not a tittle

The answer is "no", if title is solely in your name. Child support debt is deemed to be a separate debt for which you are not liable. Similarly the IRS debt, if it was incurred prior to marriage, is not your debt and therefore you are not liable for it. Because you are not liable for it, your assets and your property is safe from liens.
