You need to start with the agency that handled the adoption. If it was a closed adoption, they will likely refuse to provide any identifying information. However, if it was an open adoption then they will supply whatever information that they have.
If the agency refuses to provide information, or if the information is so old as to be useless, then you might consider hiring a private investigator. A licensed investigator would have access to information that the average person would not.
