Even after abandonment, the parent's biological right is not severed. The way to sever such a right is to have an another party formally adopt the child, or bring in evidence (such as a paternity test) that the child is not biologically that parent's. Otherwise the father's name remains on the birth certificate, even if the father formally abandoned his children.
