No, as a general rule, a stepparent does not have any legal obligation toward their stepchildren - - Just as they would not have any parental rights, they would have no parental responsibilities, including financial such as child support, toward their stepchildren.

The stepparent should not be legally obligated to pay the stepchild's uninsured medical expenses even if the stepchild is on the stepparent's medical insurance.
If there was a motor vehilce accident caused by the stepchild that is the fault of the stepchild, the stepchild should be liable for the damages caused, not the stepparent.
