so I went to Singapore China and they said that can not treatment, actually he can see only a short distance and can not drive but he can see in the darkness better than in day time,

It looks like he could be having Cone Rod Dystrophy.

In this condition there is a genetic inheritence of progressive deterioration of cones within the eyes.

Unfortuantely there is currently no treatment for cone rod dystrophy.
