Our family doctor suspects that my 86 year old mother has Vertigo

Our family doctor suspects that my 86 year old mother has Vertigo -- physical exams show her suffering no illness.

She has a (recent) pacemaker and suffers dizzyness and fuzzyness around her eyes each times she gets into vertical position from horizontal. She shakes her head and wobbles a lot at the beginning.

What other symptoms can we expect and should she be seeing a specialist?

She seems very disoriented and shakes her head and opens her mouth open and shut often. Is this to be expected?

Most people with vertigo don't have any other symptoms at all, but for those who do, they may have ringing in the ears (tinnitus, ear, or sinus fullness, and possibly some hearing loss for a minority. I would recommend she be seen by an ear-nose-throat specialist. Does that make sense?
