The most common cause this time of year is eczema. You could try some 1% hydrocortazone cream 2x/day to the affected area. If this doesn't help then I'd take him in to see his pediatrician.

Yes. It is available over the counter in the USA so I think it should also be available in the UK. If you have problems finding it on the shelves, ask the chemist (Isn't that what you blokes call a pharmacist lol!)
