It is possible to remove silicone oil from behind the retina although it can be very difficult.
I think the reason your retinal surgeon is not willing to do more surgery to remove any remaining subretinal oil is that your retina has experienced significant injury and it is unlikely that you would regain useful vision even if the silicone oil is removed.
