Yes. That is the reason the laser "fence" is put around the retinal tears. Once the scars "set up" they form a barrier that prevents fluid getting behind the retina and causing a retinal detachment.
Of course, there are other ways that a retina can detach and the laser does nothing to prevent these issues from manifesting themselves. Also, sometimes, the "laser fence" can tear through and a detachment can form even though you had excellent laser treatment. This is why it is important to have follow up visits.
