Do the eyes appear red?
Is the film on one eye or both eyes?

An oily film is not normal. This may be start of a conjunctivitis. I recommend you use artificial tears in the eyes to help rinse out the tears. If it worsens, then an exam by a pediatrician or ophthalmologist is recommended.
