both eyes started yesterday and vision fine

none of the above he tells me its the puffy redness under the eyes that are sore not the eyes
The puffiness is due to some underlying irritation. It can be due to allergies, bug bite, or nearby infection in the sinuses.
You can use cool compresses to help with the swelling.
Additionally, you can try an over the counter allergy medicine (antihistamine) for any allergic component.
If it worsens, then I'd recommend you be evaluated by an eye doctor or pediatrician to make sure there is no infection.
