Which eye can't you shut?
No pain but I can't shut the right eye
Is the upper eyelid droopy on the right side?
the whole right side of my face has dropped but the eye is fairly wide open, not blinking

How much bigger is the left eye pupil than the right?
the right eye pupil is about half again of the size of the left
Are you having any difficulty hearing out of the right ear?
Did all of these symptoms come on suddenly or was this a gradual onset?
the right side of my neck was sore first, then a few days later ( 2-3) the side of my face dropped and the right eye remained open. the right pupil enlargement only happened today
So it is the right eye pupil which is bigger, not the left?
If you were to guesstimate the diameter of each pupil in millimeters what would you say they were?
i really cant say, maybe 2mm for the left and 3mm for the right. that is the ratio of size difference

I think your doctor is right in the diagnosis of Bell's palsy. The same nerve that controls these muscles in your face also controls your taste buds as well.
As far as the pupil difference, it is normal to have a small variation in the size of the pupils, usually no more than 1-2 millimeters in difference. In the absence of droopy eyelids, headaches or double vision, then it is likely not a concerning finding.
