This much time elapsed, I'm not sure that the anesthesia is the problem. Did you have a Crawford tube? Or did you have a DCR?

I can't believe that anesthesia is the cause of your double vision 10 months later. If you had a DCR, there might have been some injury to the muscle that is causing double vision. Or you may have something entirely unrelated causing your double vision. This has been ongoing for way too long. You need to be fully evaluated for this.
