my daughter is getting married this week, her uncle will be attending who is a judge. Is it proper to announce him when at the reception. He is her stepdads brother. Stepdad who was an " Honorable Mayor" of his city for 10 years is now deceased. Thank You.

-- As long as you are introducing all other similarly related guests, then yes, it's proper. To single him out because of his position in office or his relationship to someone in office (now or formerly) is not done and would be confusing for many attendees who don't know him personally. --- Also, if this uncle is playing any formal part in the wedding, such as an usher or escort, an announcement would be appropriate even if other similarly related guests are not being announced. This is her day. All said and done, whatever she wants is going to be 'right'
