I am sorry to hear about your loss. If the vehicle is marked TOD to you, then the most practical thing is to:
1) Transfer the vehicle to you from the estate, and then you
2) Transfer it to him.
The transfer for BOTH would be the Certificate of Title application. See here for instructions:
From the estate to you can be "T.O.D." or "GIFT" in the in the sale price area. From you to your brother, this would be "GIFT." The state does not want you to use fictitious sale prices.
