Can the power of attorney be changed over to a daughter when the person that has it is not

Customer Question

Can the power of attorney be changed over to a daughter when the person that has it is not a relative and moved to Chicago? Also, is caretaker the same as power of attorney? The orginal caretaker was her daughter, in Kalamazoo, but had an accident, she is ok now, and Eric took the reins. Her daughter wants to come to Florida. Shouldn't her mom be able to be with her.
