My mothers power of attorneys ( other siblings ), have rendered her bank account empty and have taken any access to her money. This is her money, and she wants access to it. What can she do? What are her rights? North Carolina

That is most terrible. How much was removed? What was the basis for the removal--did they simply take the money, or did they spend part or all of the money on your mother's behalf?

It was not used in my mother's behalf, they are keeping it for themselves.
