You are not the executor until you open an estate in probate
court, th will is accepted and you are appointed by the probate court.
At that time, you will owe a fiduciary duty to the beneficiaries to adhere to the terms of the admitted will for which you were appointed executor.
If your brother is entitled to the car you can simply transfer title as the executor. Otherwise, he would owe the market value, which could be deducted from any inheritance to which he may be entitled.
