My wife passed away 1 july 2012,she had two parcels of land in north dakota that she had mineral rights to.She inherited these from her parents.What must i do to receive these?

You will have to open up probate in WA and then as part of that probate you will have to open up "supplemental" probate in ND, because that is where the real estate is located. It will have to be probated under ND law, which means without a will, if there are she has no children/grandchildren, and her parents are deceased, you would get all of the property. See: NC Code 30.1-04-02. (2-102) Share of spouse. The probate court has to change the names on the deeds to the heirs for you to be able to collect the land and the mineral rights.
