It's a Catch 22 situation.

Most agents only want to sign published authors, and most publishers do not review submissions from unpublished authors who have no agent as carefully as they review submissions that come through an agent.

If you cannot find an agent, you can just start submitting directly to publishers, but it is a very good idea to copyright the manuscript before you send out any copies to publishers or agents.
