The phrase refers to going fishing with only a stick and fishing line for your equipment. No "bobbers" or "floats" - a "float" is a spherical hollow plastic ball that connects to the fishing line and floats on the surface of the water. Often the top half of the float is white and the bottom is red. When a fish tugs the line the float turns over, and the color visible to the fisherman changes, alerting them to the strike.
