I am planning on bringing in multiple modular classrooms for child care facility use on a summer camp property in Lake County, Florida. There are several modular buildings already on the property. What is required--site plans, individual permits for each building, etc.? Is a ramp required?

It will all depend on the Authority Having Jurisdiction (AHJ). That is a fancy way to say your local Building Department.
In general, you will need all of the above. Are you within a City or are you in an un-incorporated portion of the County?

You will need zoning clearance, plan review and a building permit.
First you need to get a licensed General Contractor to do the install and he will be responsible to get the sub-contractors lined up for the trades he need (plumbing, electrical. HVAC, etc, whatever applies to your project)
You will need to submit a site plan showing where the units will go on the property and submit it for zoning review.
You will then need to submit your plans for the modulars to show you foundation details, stairs/ramp details, electrical hook-up details, plumbing details if applicable, HVAC details if applicable.
If you will have a bathroom, you will need to contact the County Environmental Health Department regarding septic requirements.
