Could a large amount of iodine dye administered in a cat scan cause hair loss? The hair is also dry and lifeless. The scan was in January, the hair loss started in April and is continuing...

The only possible mechanism that I can think of would be that the iodine can sometimes effect the thyroid and cause hypothyroidism. Have your TSH checked to see if this is the case.

the TSH is normal, and so was the entire panel....

Then your thyroid is healthy and the iodine by itself will not cause hair loss.
