Unfortunately, your former employer has no legal obligation to keep the promise. Eventhough it is quite unfair, the employer can renege on its promise because the promised jackets are similar to bonuses. While the employer can promise to give to high performing employees or if quotas are met, the employer has no legal obligation to actually pay the bonuses to the employees.
