In general employers have discretion to assign employees in whatever manner they see fit, with regard to what is fair. The only exception would be if there is a union contract providing to the contrary, or if the employer's motivation for the decision is a legally protected trait such as race or religion. In all other cases, the sort of move you are describing would be legally permissible, despite being understandably frustrating and unfair. I am very sorry.
