I get paid overtime over 40. But in weeks holiday pay or vacation pay is involved I have to accumulate 48 hours before I receive time and half. Is this legal?

No, it is not legal. You must be paid overtime for all hours in excess of 40 hours.

You can file wage claim with Michigan Department of Labor or U.S. Department of Labor, Wage and Hour Division.
