If an employee forget to clock in and out can we pay them the following pay period? And we charge them a fee? I think we can't but Director wants me to verify.

You need to pay them on the regular pay date. If they made the error, pay during the affected period but if logistically not possible carry to the next. Cannot impose fees to employee.
